Getting procurement right

Procurement must consider the principles of:

  • equality of treatment of suppliers;
  • transparency; and
  • proportionality

Procurement is the consideration of how to present the contract opportunity to the market to achieve best value, demonstrate compliance with the EU Directives and UK Law and satisfy the requirements expected of the contractor in the performance and delivery of the contract.

It is about understanding how the contract will be deemed a success and ensuring appropriate and realistic monitoring is in place to achieve the outcomes or where these are not being realised that there are suitable measures to address performance issues.

Procurement and contract management is an on-going process of reviewing what is working well, learning from what has not gone smoothly and understanding how similar contracts can be improved when they’re procured.
